dc.description.abstract On 5 August 2009, the Children's Act i.e. Right to Education 2009 Bill was introduced in the Parliament House for free and compulsory education (for children), which was passed and implemented all over India on 1 April 2010. Before this, the Right to Education Bill was placed in the House in 1999, but due to some reasons this bill could not be passed. When it was not passed in 1999, it was again introduced in the House in 2001. But still due to some reasons it could not be passed and when this bill was placed in the House for the third time, it was finally passed on 5 August 2009. In the year 2002, through the 86th Constitutional Amendment, education has been made a fundamental right of the citizens by adding Article 21A (1) of the Constitution. Article 21 (A) states that the State shall provide free and compulsory education to all children of the age group of 6 to 14 years in such manner as may be determined by State law. But a provision for children was also made in the original Constitution of independent India, en_US
