Abstract:
Education is the complete progressive development of all the natural powers of a human being, therefore, whether the student is a normal child or a disabled one, it is fair that they should get equal opportunity to get education.
Article 45 (Directive Policy) of the Indian Constitution provides that compulsory and free education should be provided to all children aged 6 to 14 years. After independence, efforts are being made to achieve this objective, but today the goal of universalization of primary education has been partially achieved. Many reasons are responsible for this, among which a very important reason is the lack of positive attitude towards the education of disabled children. A large part of the world population consists of disabled people. India accounts for one-eighth of the total number of disabled people in the world.
In this way, the disabled class impacts the society economically and socially. Disabled people are also an integral part of the society. Therefore, there is a need that disabled children should be given adequate opportunities for progress so that they can also get support in the progress of society and nation.
According to the Kothari Commission (1964-66), the main task of education given to a disabled child is to prepare him to adjust to the social and cultural environment which has been created to meet the needs of a normal person. Therefore, it is necessary that the education of disabled children is an integral part of the general education system.

The year 1981 was declared by the United Nations as the International Year of Persons with Disabilities. Keeping in mind the depth and breadth of the needs and problems of the disabled, many schemes and welfare programs were started by the government and social organizations in the interest of the International Year of the Disabled in the year 1981.
