dc.description.abstractEverywhere where the world has entered into an information and communication be it developed country or developing country, North or South, East or West, ICT is omnipresent. It has helped everyone. In some aspects of life, the twentieth century has truly witnessed amazing progress in information technology. Fast forward to the advent of (IT) in almost 40 years, electronic communications and news media have become common. Computers have proliferated, becoming increasingly powerful, small and cheap, so that there is now hardly any human activity in which they are not found, taking up an increasing share of the burden of information processing activities. Human beings can also be rearranged, selected, marshalled and transformed in ways that cannot be communicated, and can circulate in huge quantities and at unprecedented speeds. While creative, rational, moral and aesthetic choices are still a given, all tedious and mechanical mental processes can be made precise, fast and will be relegated to machines. People have always thought of the future in terms of machines of greater speed. Thought and capacity, centralized behemoths would hold all the world's information, imposing the problem on the population at their mercy.en_US
